You multiple good points there.
1. Some interpretations of The Hippocratic oath say that a doctor must serve a patient to the best of their ability and promote good health.
2. This is the first time a Pandemic has happened at a global scale. And these are infrequent events anyways. So, deciding what the government should do exactly is not a trivial question.
3. The problem with Deontology still persists as a government has duties towards all its citizens. So which duty should they choose?
4. When I said to make everyone happy, I did not mean to make every single person happy, but I meant on average/balance, no one should be too unhappy.
5. I am not really sure of what exactly is going on in China at the moment. I will get back to you.
